Color grade first then retouch has always been my workflow. I think it makes the most sense as you may need to adjust skin tones accordingly.

I usually do retouching first- clean up the image, fix any little details, set a solid base, only then I dive into color grading. That way, I can experiment with vibes and keep everything consistent without getting locked into a look too early
