For the uninitiated: Mark Carney won the leadership of the Liberal Party. The Liberal Party is still in power until they are either defeated in a vote of non-confidence or there is a general election (must be held before October). Mark Carney will become Prime Minister. He can either win or lose the next election as PM. This is not the first time this has happened. The last time was with a Conservative government.
