It's primarily because of Canada's immense supply of hydropower and their high tech manufacturing processes. Aluminum and steel are energy intensive industries. Canada especially Quebec has cheap electricity (hydro and nuclear) which makes production cost cheaper. Secondly, Canada has availability of raw materials needed to produce aluminum and steel so that also reduces input costs.
