There would be no war and Trump has never even come close to eluding to hostile take over. It would all be by Canadian vote, if Canada would vote to become a state then the US congress would have to vote to allow you to become a state. This is so far out of the realm of possibility that only a reasonable person can look at trumps comments as him trolling Canada before negotiations.
