NHS England was original regulatory body for those hospital trusts not made Foundation Trust.. The FT regulator, Monitor, was absorbed in to it around the time Primary Care Trusts were replaced with Clinical Commissioning Groups & NHSE started overseeing those too. CCGs have largely been replaced by (regional) Integrated Care Partnerships. All Tory reforms attempting to create a "market" in health care, and all simply added bureaucracy to the system. (And imho added toxicity to the culture).
