Oh nooo that’s sad! To me it sounds like uneducated dog owners. They’re probably oblivious and don’t fully realize that the barking is due to stress and lack of proper attention/exercise. They probably think the dog likes to bark for fun or something, so they let them bark outside 😔 everyone pls play with your doggies and give them all the attention they crave 🥺💕
