Tattoo's, no matter how well they are applied, expand and distort over time cause your skin is a living organ. AT 16 that organ isn't even done developing. It's like drawing on a deflated balloon with a sharpee then blowing it up. It's also the reason why a lot of artists advise against tiny tats and instead encourage larger more legible designs.

Because while they are very safe, there are still risks associated with getting them and caring for them. I’m sure there are kids under 18 who could very responsibly research tattooists, parlors, after care and do all the work to get a safe tattoo. But there are also kids who don’t wash their asscrack in the shower so… probably best just to wait until they are legal adults.

Depends, in my country you can get it younger, i was 17? when i got my first (did not even need parents permission)
