In the West, the belief about social platforms is that the authorities have the duties of care and responsibility for identifying and stopping criminal activities. Providing a truly end-to-end encrypted platform is antithetical to this. I downloaded Telegram once, but never knew much about Pavel Durov until the recent controversies.
