Buy up the land as a government, plan the city out so that you can upgrade transit and housing easily, eg dedicated lanes and streets for public transit (eg subway underground, green space or walkable space on top), so when you dig it up in the future you don’t have to worry about traffic and inconvenience. Build a spacious and dense city from scratch that avoids a lot of problems that bigger cities that grew organically over time have.
