Not everywhere. I have lived in several cities towns and villages in NYS & bins are privately owned.

I have to purchase and maintain my own bins from the city. That being said, considering people have thrown literal garbage straight into my yard, I would much rather people use my garbage bins. As a dog owner, if someone's bins are out on the street and I'm not close to home, I don't think it's rude to use them. But I won't walk into someone's yard to use their garbage bin.

Not here. We pay for ours. It wouldn't bother me, but I understand why some ppl get upset. We bought our trash cans, so I respect that they don't want my dogs poop in theirs.

The content of the garbage can is ur private property protected from search by police until it is collected and mixed with the remainder of the city trash. By extension, if i put dog poop in ur garbage wo ur permission, i am putting the dog poop on ur property. It’s like throwing it on ur yard or at ur house. (Not a lawyer, but personal interpretation)

Not everywhere and even where they are the city property they are still assigned. You can NOT dump trash of any kind into someone else’s garbage can. Dumping is actually illegal.
